County rules, with city lines all around
Monrovia has no city government, so most addresses fall under Madison County, where ordinary fences are exempt from a building permit and pools need a 48-inch barrier. But Madison and Huntsville both border Monrovia, and annexed parcels are mixed in. Neither city requires a fence permit, but each has its own zoning. Confirm your parcel's jurisdiction before building.
Farmland into neighborhoods
Monrovia was cotton country. Jeff Gin started in 1956 as Douglass Brothers, one of 26 gins in Madison County, and became a farmers' co-op in 1972. Today the area has several Madison County schools, from Monrovia Elementary and Middle to Sparkman High, with newer neighborhoods beside older parcels. Fence requests reflect both: backyard privacy and vinyl fences under HOA covenants in newer neighborhoods, and chain link or farm fence on older, larger parcels.
Building notes
- Former field ground is often deep clay; set posts to full depth with good drainage at the base.
- New yards may have builder swales along back lines; do not block them with a solid fence tight to the ground.
- Water and sewer come from the Harvest-Monrovia Water and Sewer Authority; their lines and every other buried utility are marked through Alabama 811, which needs notice at least two full working days before digging.
- Spring storms in this part of the county have been severe; deeper or steel posts are worth asking about on exposed runs.
